Centers of Excellence

A Center of Excellence (COE) is a specialized program within the SPARK-T initiative that provides focused expertise, training, and resources on critical areas of substance use disorder (SUD) treatment. Serving as virtual and electronic hubs, COEs disseminate best practices, host webinars, and offer open-access tools to support providers across California.

The four designated Centers of Excellence focus on: Harm Reduction, Youth Services, Medications for Addiction Treatment (MAT), and Language & Cultural Access. Each COE is designed to elevate the quality of care by addressing specific technical assistance needs and promoting system-wide improvement in SUD service delivery.

Harm Reduction

The Harm Reduction Center of Excellence supports the adoption and integration of evidence-based strategies that minimize the negative consequences of substance use. This COE describes approaches such as overdose prevention and safer use education, with an emphasis on meeting people where they are and reducing stigma in service delivery.

Youth Services

The Harm Reduction Center of Excellence supports the adoption and integration of evidence-based strategies that minimize the negative consequences of substance use. Medications for Addiction Treatment (MAT)

The MAT Services Center of Excellence advances the use of FDA-approved medications as part of comprehensive treatment plans for opioid use disorder and other substance use disorders. This COE offers support in clinical implementation,
workforce training, and overcoming barriers to access in order to expand the use of life-saving MAT options.

Language & Cultural Access

The Language & Cultural Access Center of Excellence promotes equity in SUD treatment by ensuring services are culturally responsive and linguistically accessible. This COE provides tools, training, and best practices for delivering care that respects the cultural values, language needs, and lived experiences of diverse communities across California.
