About the Grant
SPARK-T (previously referred to as the DHCS Technical Assistance Grant) is a vital initiative aimed at addressing the increasing need for Substance Use Disorder (SUD) treatment services across California. As the landscape of SUD treatment continues to evolve, small and mid-sized providers are particularly in need of training and capacity-building resources.
This grant focuses on supporting these providers through various initiatives at the State and local County levels.
Key areas of focus include:
- Integration of Harm Reduction
Incorporating harm reduction strategies into all SUD treatment services. - Expanding Reach
Aiming to serve the 95% of individuals who require SUD treatment. - Lower Barrier Care
Establishing accessible and inclusive care across the SUD system. - Community-Affirming Practices
Ensuring providers are equipped to deliver effective and compassionate care.

California Department of Health Care Services
The California Department of Health Care Services (DHCS) serves as the backbone of California’s health care safety net, providing equitable access to quality care for millions of Californians, including 14.8 million Medi-Cal members. As the state’s largest health care purchaser, DHCS invests $166 billion annually to support low-income families, children, seniors, and persons with disabilities through innovative programs like Medi-Cal managed care, which enhances access and quality of care. Guided by ambitious goals to improve health outcomes, reduce disparities, and strengthen operations, DHCS continues to ensure Californians receive person-centered, efficient care. We are grateful for DHCS’ gracious funding of the SPARK-T Grant, supporting critical advancements in health care delivery.
California Association of Alcohol and Drug Program Executives
Established in 1989, CAADPE member agencies now provide substance use disorder treatment services at over 300 sites in California. Together, we advocate for high quality services to treat substance use disorders and co-occurring mental health disorders, and for making these services accessible and available to anyone who seeks help. CAADPE is organized by chapters throughout the state and headquartered in Sacramento for easy access to state government. At the state-wide level, a volunteer board of directors, elected by the members, guides the association and its policies on issues vital to its members. It is through the committee structure that CAADPE addresses the needs of the field and identifies the policy issues of the organization. CAADPE members are urged to volunteer their time in their respective areas of expertise.
